Morris County · Lakefront, Suburban, Historic & Highlands Housing

Roxbury Real Estate

Roxbury Township offers a broad housing mix across Berkshire Valley, Kenvil, Landing, Ledgewood, Port Morris and Succasunna. Buyers can find traditional suburban neighborhoods, older homes near historic village centers, lakefront and lake-access properties around Lake Hopatcong, townhomes and condominiums, multi-unit housing and larger wooded parcels.

Because Roxbury spans nearly 22 square miles and sits entirely within the New Jersey Highlands Region, property due diligence can vary sharply by address. Buyers and sellers should confirm assessment and tax records, public water or well, sewer or septic, flood mapping, Highlands status, zoning, permits, historic-district review and school assignment before relying on a listing description alone.

Roxbury has no single Roxbury ZIP code. Properties within the Township may use Kenvil, Landing, Ledgewood, Succasunna, Flanders, Mount Arlington, Netcong or Wharton mailing addresses. Verify the municipality and block/lot before comparing taxes, schools or recent sales.

2026 market snapshot

Roxbury’s market includes everything from attached housing to lakefront homes and larger single-family properties, so any township-wide median should be treated as context rather than a valuation of a particular home.

Housing types across Roxbury

The Township’s own assessor reports thousands of residential parcels, and the housing stock is notably varied for western Morris County.

Single-Family Neighborhoods

Colonials, ranches, split-levels, capes and newer homes appear throughout Succasunna, Kenvil, Ledgewood and Landing, with lot size and utility arrangements varying by neighborhood.

Lakefront & Lake-Area Homes

Landing reaches the southern end of Lake Hopatcong, creating opportunities for water views, lake access and waterfront property. Confirm deeded rights, docks, shoreline approvals and flood conditions for the exact parcel.

Townhomes & Condominiums

Attached housing and condominium communities provide lower-maintenance alternatives to detached homes. Review association budgets, reserves, insurance, rules, fees and pending assessments before purchase.

Older & Historic Homes

Historic village areas contain older housing with distinctive architecture. Renovation planning should include permit history and, where applicable, historic-preservation review.

Wooded & Larger Parcels

Berkshire Valley and other less-dense sections can offer larger lots and a more rural setting, but buyers should pay close attention to wells, septic systems, slopes, wetlands and Highlands constraints.

Multi-Unit & Rental Housing

Roxbury also contains apartments and other multi-unit housing. Rental owners should confirm municipal fire requirements and New Jersey lead-safe obligations where applicable.

Parcel count provides useful scale. The Roxbury Tax Assessor currently reports 7,886 residential properties and 425 privately owned vacant lots in the Township. Those figures describe the tax base—not homes currently offered for sale.

Housing areas & community character

Roxbury is one municipality made up of six recognized communities. Mailing names overlap, so use municipal tax and zoning records—not only the postal city—to understand a property.

Succasunna

The Township’s largest suburban center, with established neighborhoods, schools, municipal recreation, Main Street history and convenient access to Route 10 and Route 46 shopping.

Landing

Lake Hopatcong and the Mount Arlington Boulevard corridor define this community. Housing ranges from compact older lake-area homes to renovated and larger properties, with flood and shoreline due diligence especially important near the water.

Ledgewood

Historic Main Street, Route 46 and Route 10 come together here. Housing includes older village properties, traditional neighborhoods and attached-home communities near major shopping corridors.

Kenvil

A mix of residential streets and Route 46 access, including older housing stock and established neighborhoods. Parts of Kenvil Avenue are within a Township historic-preservation district.

Berkshire Valley

Generally lower-density and more wooded, with properties where lot characteristics, topography, wells, septic systems and Highlands review can matter more than in denser suburban sections.

Port Morris

A small historic community near Lake Musconetcong, the Morris Canal corridor and Netcong. Buyers should confirm municipal boundaries carefully because nearby mailing addresses may reference neighboring municipalities.

Assessments & property taxes

Roxbury’s assessment system deserves special attention because the Township states that its residential assessments are still maintained at a 1999 market-value base. That means an assessed value should not be read as the home’s current market price.

No Township-Wide 2026 Reassessment

Roxbury’s assessor advised Township Council in January 2026 that a full revaluation will likely be required around 2029. New construction and qualifying improvements can still generate added assessments before then.

Tax Bills

The Tax & Utility Department bills municipal, school and county property taxes. Bills are issued annually and paid quarterly in February, May, August and November.

Assessment Appeals

The Township states that assessment appeals are filed with the Morris County Tax Board and are generally due by April 1. Verify the current deadline and filing rules for the tax year involved.

Compare taxes by actual bill, not by assessment alone. Two homes with similar market values may have different assessed values, added assessments or utility charges. Ask for the current tax bill and verify records with the Township before closing.
Roxbury Tax Assessor Tax & Utilities

Water, sewer, wells & septic

Utility service is not uniform across Roxbury. Township zoning forms specifically distinguish between public water and wells and between sewer and septic, so buyers should verify the exact arrangement for each parcel.

Municipal Water

Some areas are served by Roxbury’s municipal water systems. Confirm the service area, account status, service-line information and any current water-quality notices for the property.

Municipal Sewer

Sewer availability varies by location. The Township Engineering Department can assist residents and prospective residents with utility-availability questions.

Private Wells

Where a home relies on a well, review current testing, treatment equipment, yield and maintenance history as part of the inspection process.

Septic Systems

For septic-served properties, confirm system age, permits, pumping and repair history, and whether planned additions would affect capacity or approvals.

Service-Line Inventory

Roxbury maintains service-line inventory information for its water service areas. Owners of municipal-water properties should review the record for the specific service address.

Utility Balances

Before closing, confirm property-tax and municipal water/sewer balances and make sure account changes are coordinated with the Township.

Flood, wetlands & Highlands considerations

Roxbury is entirely within the New Jersey Highlands Region. Current Highlands Council data places roughly 69% of the Township in the Planning Area and 31% in the Preservation Area, and Roxbury now conforms to the Regional Master Plan across the whole municipality.

Highlands Review

Development and substantial property changes can be affected by Highlands location, environmental constraints and local implementing rules. Confirm the parcel’s status before assuming an addition or subdivision is feasible.

Flood Mapping

Morris County is working with FEMA’s revised flood mapping. Compare the effective map with the 2025 preliminary FIRM data, especially for lakefront, stream-adjacent and low-lying properties.

Wetlands & Drainage

Wetlands, buffers, drainage patterns and steep slopes can affect usable land and permitting. Roxbury Engineering handles resident inquiries concerning drainage, floodplains and wetlands.

Lake Hopatcong

Waterfront ownership can involve flood insurance, shoreline conditions, dock or structure permits and other lake-specific considerations. Verify rights and approvals for the exact parcel.

Lake Musconetcong / Port Morris

Properties near the Township’s eastern Lake Musconetcong shoreline and waterways merit careful flood, wetlands and boundary review.

Insurance

A lender may require flood insurance when a structure is in a Special Flood Hazard Area. Even outside a mapped high-risk zone, buyers can ask an insurer about water-related exposure and claims history.

Do not rely on a seller’s statement that a property “is not in a flood zone.”Use the current FEMA map, review the preliminary mapping, confirm the structure’s location relative to mapped hazards, and discuss insurance implications before the end of due diligence.

Zoning, permits & historic review

Permit history is especially important when a property has additions, finished basements, decks, pools, sheds, retaining walls, converted spaces or older renovations.

Zoning Permits

Roxbury requires zoning permits for a broad range of work including additions, fences, decks, patios, pools, hot tubs, sheds and new driveways. The Township FAQ also identifies finished basements, changes of use and changes of ownership.

Construction Permits

The Construction Department administers New Jersey’s Uniform Construction Code, reviews permit applications, performs inspections and tracks violations and unsafe structures.

Historic Districts

Roxbury has four historic-preservation districts: Lower Berkshire Valley Road, Kenvil Avenue, Main Street in Ledgewood and Main Street in Succasunna. Work within these areas may receive Historic Advisory Committee review.

Open Permits

Ask whether additions, decks, pools, electrical work, plumbing, finished basements and other improvements received required permits and final approvals.

Zoning & Use

Before planning a home office, accessory structure, expansion or change of use, confirm the property’s zone and current ordinance requirements.

Vacant Land

A parcel that appears buildable may still be constrained by frontage, access, steep slopes, wetlands, Highlands rules, water/sewer availability, septic feasibility or other approvals.

Planning & Zoning Construction Department

Sale, lease & change-of-occupancy requirements

Roxbury’s Fire Prevention Bureau performs smoke-alarm, carbon-monoxide-alarm and portable-fire-extinguisher inspections for one- and two-family homes before a sale, lease or other residential change of occupancy. Sellers and landlords should begin this process early rather than waiting until the closing date.

Fire Compliance

The applicable certificate addresses smoke alarms, carbon-monoxide alarms and the required portable fire extinguisher.

Schedule Early

The Township’s published instructions impose different fees depending on how close the inspection request is to the occupancy change, so advance scheduling can avoid last-minute problems.

Certificate Timing

The Township’s current published material states that the Certificate of Approval is valid for six months and is not transferable.

Change-of-ownership zoning review also matters.Roxbury’s FAQ states that a zoning permit is required for a change of ownership. Confirm current forms and closing requirements with Planning & Zoning and Fire Prevention before scheduling settlement.

Rental-property & lead-safe requirements

New Jersey’s lead-safe certification law can apply to covered pre-1978 rental dwellings. Roxbury’s Health Department maintains local lead-paint inspection information and the Township has adopted a lead-based-paint inspection ordinance.

Pre-1978 Rentals

Covered rental properties may require periodic lead-based-paint inspection and a valid lead-safe certificate unless an exemption applies.

Fire Inspection

A lease or other change of residential occupancy can trigger the Township’s smoke/CO/fire-extinguisher compliance process.

Association Rules

Condominium and townhome communities may impose lease restrictions, minimum terms, move procedures or tenant-registration requirements in addition to municipal and state rules.

Housing & redevelopment planning

Roxbury’s current Housing Element and Fair Share Plan identifies targeted affordable-housing and redevelopment strategies while recognizing that Highlands constraints limit large-scale greenfield growth in parts of the Township.

Route 46 Redevelopment

The housing plan identifies several Route 46 sites as potential redevelopment or inclusionary-housing opportunities. A planning designation does not mean a project is built or immediately available.

Habitat Opportunity

The plan includes a small Habitat for Humanity for-sale component on Mount Arlington Boulevard as part of the Township’s affordable-housing strategy.

Highlands-Constrained Growth

The Township’s planning documents indicate that future housing growth will be shaped by existing development, redevelopment opportunities and Highlands environmental constraints.

Planning capacity is not active inventory.NJTGO does not treat conceptual, rezoned or planned housing as an available home until an actual project or listing is verified.

School assignment & property searches

Roxbury Township Public Schools operates seven schools: four K-4 elementary schools, Lincoln/Roosevelt for grades 5-6, Eisenhower Middle School for grades 7-8 and Roxbury High School for grades 9-12. Elementary assignment depends on the home address.

Verify the exact address before buying for a particular elementary school. The district advises families to contact Transportation to confirm the neighborhood school assigned to an address. Listing portals can be incomplete or outdated.
